第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會(hui)(hui)第(di)一次會(hui)(hui)議(yi),共(gong)收到提案(an)(an)表126份,經(jing)提案(an)(an)委員會(hui)(hui)專題(ti)(ti)會(hui)(hui)議(yi)審(shen)議(yi)后,歸(gui)類整理出64件提案(an)(an)、31個意見和建議(yi)、5個不立案(an)(an)議(yi)題(ti)(ti)。

  具體(ti)情況如下:(一)對(dui)符合黨和國家政策法規(gui),學(xue)校(xiao)有條(tiao)件辦(ban)理,又確(que)實(shi)需(xu)要(yao)(yao)辦(ban)理的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)委員會將(jiang)80個議(yi)(yi)題(ti)整理合并為64個正(zheng)式提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an);(二)對(dui)一些不符合立(li)(li)案(an)(an)(an)要(yao)(yao)求但有參考價值的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an),提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)委員會將(jiang)41個議(yi)(yi)題(ti)匯總(zong)整理為31個意(yi)見和建(jian)議(yi)(yi),匯總(zong)后(hou)轉送有關(guan)職能部門,逐條(tiao)向提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)人回復;(三)對(dui)屬于(yu)個人問題(ti)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)、或(huo)(huo)提(ti)(ti)(ti)(ti)(ti)(ti)出(chu)的(de)(de)(de)問題(ti)正(zheng)確(que),但已經解(jie)決的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an),以(yi)及(ji)一時沒有條(tiao)件解(jie)決的(de)(de)(de),可向提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)人做出(chu)解(jie)釋的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an),則(ze)不予立(li)(li)案(an)(an)(an)。(四(si))5個不立(li)(li)案(an)(an)(an)議(yi)(yi)題(ti):第(di)一,關(guan)于(yu)為來深(shen)探望子(zi)女的(de)(de)(de)父(fu)母提(ti)(ti)(ti)(ti)(ti)(ti)供(gong)臨時住所的(de)(de)(de)建(jian)議(yi)(yi)。不立(li)(li)案(an)(an)(an)原因(yin):學(xue)校(xiao)西麗湖校(xiao)區(qu)設(she)有招待所,可以(yi)滿足(zu)需(xu)求;第(di)二,關(guan)于(yu)建(jian)議(yi)(yi)學(xue)校(xiao)為各(ge)二級學(xue)院單位配備急救箱的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)。不立(li)(li)案(an)(an)(an)原因(yin):急救工作(zuo)涉及(ji)面廣,針對(dui)性強,需(xu)要(yao)(yao)有資質的(de)(de)(de)醫護人員正(zheng)確(que)規(gui)范操作(zuo),建(jian)議(yi)(yi)將(jiang)突發情況及(ji)時報(bao)告醫務室或(huo)(huo)校(xiao)外醫療機構處置;第(di)三,關(guan)于(yu)清(qing)理辦(ban)公室毀壞(huai)桌椅的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)。不立(li)(li)案(an)(an)(an)原因(yin):無(wu)明(ming)確(que)地(di)點(dian);第(di)四(si),關(guan)于(yu)修(xiu)剪學(xue)校(xiao)內路邊的(de)(de)(de)樹枝的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)。不立(li)(li)案(an)(an)(an)原因(yin):屬于(yu)明(ming)喆(zhe)物業綠化管理日常(chang)工作(zuo);第(di)五,關(guan)于(yu)校(xiao)門增(zeng)加校(xiao)區(qu)標識,設(she)計(ji)考慮建(jian)筑風水的(de)(de)(de)提(ti)(ti)(ti)(ti)(ti)(ti)案(an)(an)(an)。不立(li)(li)案(an)(an)(an)原因(yin):不符合一事(shi)一議(yi)(yi)原則(ze),其中一事(shi)提(ti)(ti)(ti)(ti)(ti)(ti)法亦不妥當。

  二、提案受理情況

  在落(luo)實(shi)提(ti)案辦理的(de)過程中(zhong),學(xue)校(xiao)工(gong)會多次召開(kai)提(ti)案工(gong)作委員會會議,及(ji)時(shi)與有關的(de)職能部門進(jin)行溝通,完(wan)成提(ti)案處理落(luo)實(shi)工(gong)作。

  64件(jian)提案(an)涉及到教(jiao)學(xue)、科(ke)研、學(xue)生、人事、行政教(jiao)輔、生活服務及其它等7個方(fang)面(mian)。其中“(一)制作(zuo)佩(pei)戴校徽;(二)開設“書院論壇”;(三)推(tui)進解(jie)決教(jiao)職工(gong)集資款(kuan);(四(si))進一步完(wan)善校園無線(xian)網(wang)絡覆(fu)蓋;(五)新增校區電瓶車、方(fang)便師生員工(gong)出行”等5件(jian)提案(an)確定(ding)為2013年(nian)度學(xue)校為教(jiao)職工(gong)辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)(ti)案(an)委(wei)員會(hui)是(shi)雙(shuang)代會(hui)提(ti)(ti)案(an)落實的最(zui)基本(ben)的工(gong)(gong)作(zuo)(zuo)組織。本(ben)著“提(ti)(ti)醒重(zhong)視,溝通(tong)交流(liu),推動進程”的工(gong)(gong)作(zuo)(zuo)原則,對與多部門相關的提(ti)(ti)案(an),注重(zhong)組織協調;對常(chang)規(gui)提(ti)(ti)案(an),逐一跟蹤檢查。一年來,在校(xiao)分管領導的指(zhi)導、各部門支持、以及(ji)全體委(wei)員和校(xiao)工(gong)(gong)會(hui)共(gong)同努力(li)下,較好地履行了(le)職責,順利(li)地完成了(le)工(gong)(gong)作(zuo)(zuo)任務。

  1.做好提案(an)(an)宣傳(chuan)工(gong)作,使廣大教(jiao)職(zhi)工(gong)和雙代(dai)會(hui)代(dai)表加深對提案(an)(an)價值(zhi)的認(ren)識(shi):即(ji)提案(an)(an)是雙代(dai)會(hui)廣泛(fan)聯系群眾(zhong)、集中群眾(zhong)智慧(hui)、吸引(yin)教(jiao)職(zhi)工(gong)參與學校民主管理和民主監督的一個重要途(tu)徑。

  2.保證提(ti)案調研時間。嚴格(ge)執(zhi)行(xing)雙代(dai)會(hui)相關規定,督促代(dai)表樹立群眾意(yi)(yi)識,平時注意(yi)(yi)群眾反映,為(wei)提(ti)案準備信息資源,及時反映教職工(gong)的意(yi)(yi)見和(he)建議。

  3.準確(que)把握提(ti)案(an)的(de)立案(an)。凡是按(an)要求提(ti)交(jiao)的(de)提(ti)案(an)表,原(yuan)則上都予以立案(an)。對于沒有立案(an)的(de)提(ti)案(an),即使是個(ge)案(an)或建(jian)議,本著實事求是的(de)態度(du)認真對待和處理。

  4.不(bu)斷提高提案辦理的(de)質量(liang)。一是規范提案辦理的(de)程序;二(er)是加(jia)大督辦的(de)力度,跟蹤落實(shi),確保(bao)能解決的(de)問(wen)題及(ji)時(shi)解決。一些因客觀原因一時(shi)做(zuo)不(bu)到的(de),則做(zuo)好解釋工(gong)作,真正(zheng)做(zuo)到案案有回(hui)音,件(jian)件(jian)有交待。

  5.推動承(cheng)(cheng)辦(ban)(ban)單位實施“一(yi)把(ba)手”工程(cheng),確保(bao)交出滿意“答(da)卷”。在提(ti)(ti)(ti)案(an)(an)(an)(an)辦(ban)(ban)理(li)(li)過程(cheng)中,絕大多數承(cheng)(cheng)辦(ban)(ban)單位一(yi)把(ba)手親自負(fu)(fu)責(ze),親自過問,從嚴(yan)要(yao)求、從快辦(ban)(ban)理(li)(li),表(biao)現出對學校事(shi)業高度(du)負(fu)(fu)責(ze)的(de)(de)(de)態度(du)。人事(shi)處承(cheng)(cheng)辦(ban)(ban)提(ti)(ti)(ti)案(an)(an)(an)(an)14件(jian)、意見和建議(yi)5個(ge);后(hou)勤(qin)基(ji)建處承(cheng)(cheng)辦(ban)(ban)提(ti)(ti)(ti)案(an)(an)(an)(an)11件(jian)、意見和建議(yi)12個(ge)。此(ci)類提(ti)(ti)(ti)案(an)(an)(an)(an)大多是民(min)生話題,直接關(guan)系到師生員(yuan)工的(de)(de)(de)切(qie)身利益。在接到提(ti)(ti)(ti)案(an)(an)(an)(an)后(hou),兩個(ge)部門負(fu)(fu)責(ze)人分別(bie)帶領有關(guan)人員(yuan),認真分析原因,限時辦(ban)(ban)理(li)(li),并加強與提(ti)(ti)(ti)案(an)(an)(an)(an)人溝通(tong),爭取提(ti)(ti)(ti)案(an)(an)(an)(an)人的(de)(de)(de)理(li)(li)解和支(zhi)持(chi)。

  至2013年底,在(zai)各承辦部(bu)門(men)的大(da)力支(zhi)持和配合(he)下(xia),已(yi)全部(bu)答復提案人。承諾(nuo)為教職(zhi)(zhi)員(yuan)工辦的年度5件實事中,書院論壇開始運作;電瓶車新增了3輛;校徽在(zai)進(jin)一(yi)(yi)步的改進(jin);校園無線網(wang)絡在(zai)進(jin)一(yi)(yi)步的完善(shan);教職(zhi)(zhi)工集資款這(zhe)一(yi)(yi)歷史遺留(liu)問(wen)題正(zheng)在(zai)處理(li)中,學(xue)校一(yi)(yi)如既往積極與上海思博職(zhi)(zhi)業(ye)技術(shu)學(xue)院聯系,責成(cheng)校內有關(guan)公(gong)(gong)司按(an)公(gong)(gong)司法合(he)法、合(he)理(li)、合(he)情地予(yu)以(yi)解決。3月20日,上海思博職(zhi)(zhi)業(ye)技術(shu)學(xue)院黨政主要(yao)領(ling)導(dao)帶隊(dui)來校尋求(qiu)解決途(tu)徑。我們將繼續跟蹤(zong)推進(jin),確保教職(zhi)(zhi)工的合(he)法權益。

  綜上所述,上次會議(yi)64件(jian)提案中,不宜采用和難以落(luo)實的共(gong)10項(xiang),占15.6%;其余54件(jian),已經落(luo)實和正在(zai)落(luo)實的48件(jian),占75.0%;還有正在(zai)論證,經過(guo)努力可以完成的6件(jian),占9.4%。

  提案(an)委員會向提案(an)人發出(chu)《提案(an)反饋意(yi)(yi)(yi)(yi)見評價表》,對(dui)職能部門承辦的64個(ge)提案(an)給(gei)出(chu)“滿(man)意(yi)(yi)(yi)(yi)”、“不滿(man)意(yi)(yi)(yi)(yi)”、“無所謂”的評價意(yi)(yi)(yi)(yi)見。統計結果為:2個(ge)提案(an)被(bei)評“無所謂”,5個(ge)提案(an)被(bei)評“不滿(man)意(yi)(yi)(yi)(yi)”,57個(ge)提案(an)都被(bei)評為“滿(man)意(yi)(yi)(yi)(yi)”,提案(an)反饋意(yi)(yi)(yi)(yi)見的滿(man)意(yi)(yi)(yi)(yi)度為89.1%。

  五、存在問題和今后的打算

  提案(an)工作(zuo)與過去相(xiang)比有進步,但仍然存在一些(xie)問(wen)題(ti)和(he)不足(zu)。

  1.個別提案承辦部門對所辦理(li)的提案重視(shi)程度不夠,辦理(li)過程拖拉,辦理(li)質量不高。

  2.雙(shuang)代會(hui)代表提案工作(zuo)水平有(you)待提高,特別是提案撰寫比較集中民生福利,而對學校發展大局關注度(du)不夠。

  針對存在(zai)的(de)問題,我們提(ti)(ti)出改進工作(zuo)的(de)措施:(1)加強(qiang)與提(ti)(ti)案承辦部門(men)溝通,提(ti)(ti)升他們對提(ti)(ti)案落(luo)實工作(zuo)重要性的(de)認識(shi);(2)在(zai)可能(neng)的(de)條件(jian)下,對雙代會代表進行提(ti)(ti)案方面(mian)的(de)培訓(xun)學習(xi),提(ti)(ti)高提(ti)(ti)案工作(zuo)水平。

  六、總結表彰

  經工會(hui)委員會(hui)評選,2013年度4個“優秀提案(an)”和(he)2個“提案(an)承辦先進(jin)單位”分(fen)別是(shi):

  第(di)一,鄭永森、張臻、蘇文代(dai)表(biao)(biao)提(ti)出(chu)(chu)(chu)的(de)“開設‘書院講壇’,推進書院制(zhi)改革和文化育人(ren)工(gong)作(zuo)”;第(di)二(er),麻(ma)小紅、魯林華、施蓓、朱方(fang)來、鮑薇薇、邱浩、肖景文、王群、張雷代(dai)表(biao)(biao)提(ti)出(chu)(chu)(chu)的(de)“公布學校(xiao)教(jiao)師集資款運營狀(zhuang)態(tai)”;第(di)三,郭(guo)剛、吳(wu)鋒、余菲、李放、尹向東(dong)、陳燕代(dai)表(biao)(biao)提(ti)出(chu)(chu)(chu)的(de)“將無線網絡(luo)覆蓋整個校(xiao)區”;第(di)四(si),袁述義、楊燕云、文小龍代(dai)表(biao)(biao)提(ti)出(chu)(chu)(chu)的(de)“制(zhi)作(zuo)佩戴校(xiao)徽”。

  2013年度2個(ge)“提案承(cheng)辦先進單位”分別是人事(shi)處(chu)、后勤基建處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學校《教(jiao)職工代(dai)(dai)表(biao)(biao)大會(hui)(hui)工作細(xi)則》和(he)工會(hui)(hui)的(de)有關(guan)規定,校工會(hui)(hui)于(yu)今(jin)年3月(yue)(yue)初向(xiang)學校提(ti)交了(le)“關(guan)于(yu)召開第五(wu)屆(jie)(jie)教(jiao)代(dai)(dai)會(hui)(hui)暨第六(liu)屆(jie)(jie)工代(dai)(dai)會(hui)(hui)第二次會(hui)(hui)議的(de)請示”,并于(yu)3月(yue)(yue)14日得到校黨委(wei)批復(fu),啟動大會(hui)(hui)的(de)籌(chou)備程序(xu),給各分(fen)工會(hui)(hui)發出了(le)向(xiang)代(dai)(dai)表(biao)(biao)征集提(ti)案的(de)通知(zhi)。代(dai)(dai)表(biao)(biao)們圍繞(rao)學校發展、人事制度(du)改革以及(ji)教(jiao)職工所(suo)關(guan)心的(de)問題,認真(zhen)思考,深(shen)入調研,廣泛聽取意見,負責任地(di)提(ti)交每一個(ge)提(ti)案。

  截至(zhi)3月25日(ri),本次雙代會共(gong)收到(dao)99份提案表(見(jian)附件2)。分(fen)為教(jiao)學、科研(yan)、學生、人事、行政教(jiao)輔、生活服務及其它等方面。會后,提案工作委員會將本著務實(shi)革(ge)新精(jing)神,對代表們提出的提案進(jin)行歸類整理(li),認真討(tao)論研(yan)究是否立案,同時送校領導批示,提交相關(guan)職(zhi)能部(bu)門(men)落(luo)實(shi)辦理(li)。
