第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代會第一次(ci)會議(yi)(yi),共收到提(ti)案(an)表126份,經提(ti)案(an)委員會專題(ti)會議(yi)(yi)審議(yi)(yi)后,歸(gui)類整(zheng)理出(chu)64件提(ti)案(an)、31個意(yi)見(jian)和建議(yi)(yi)、5個不立案(an)議(yi)(yi)題(ti)。

  具(ju)體情況如(ru)下:(一(yi)(yi)(yi))對(dui)符合(he)(he)黨和國家政(zheng)策法規(gui),學(xue)校有條(tiao)件辦理,又確(que)(que)實需(xu)要(yao)辦理的(de)(de)(de)提(ti)(ti)案(an)(an),提(ti)(ti)案(an)(an)委員(yuan)會將80個(ge)(ge)議(yi)(yi)(yi)題(ti)(ti)整(zheng)理合(he)(he)并為(wei)64個(ge)(ge)正(zheng)式(shi)提(ti)(ti)案(an)(an);(二(er))對(dui)一(yi)(yi)(yi)些不(bu)(bu)符合(he)(he)立(li)案(an)(an)要(yao)求但有參(can)考價值的(de)(de)(de)提(ti)(ti)案(an)(an),提(ti)(ti)案(an)(an)委員(yuan)會將41個(ge)(ge)議(yi)(yi)(yi)題(ti)(ti)匯總整(zheng)理為(wei)31個(ge)(ge)意見和建(jian)議(yi)(yi)(yi),匯總后轉送(song)有關職能部門,逐條(tiao)向(xiang)(xiang)提(ti)(ti)案(an)(an)人(ren)回復;(三)對(dui)屬(shu)(shu)于(yu)個(ge)(ge)人(ren)問(wen)題(ti)(ti)提(ti)(ti)案(an)(an)、或(huo)提(ti)(ti)出的(de)(de)(de)問(wen)題(ti)(ti)正(zheng)確(que)(que),但已經解(jie)決的(de)(de)(de)提(ti)(ti)案(an)(an),以及一(yi)(yi)(yi)時沒有條(tiao)件解(jie)決的(de)(de)(de),可向(xiang)(xiang)提(ti)(ti)案(an)(an)人(ren)做(zuo)出解(jie)釋的(de)(de)(de)提(ti)(ti)案(an)(an),則不(bu)(bu)予立(li)案(an)(an)。(四)5個(ge)(ge)不(bu)(bu)立(li)案(an)(an)議(yi)(yi)(yi)題(ti)(ti):第(di)一(yi)(yi)(yi),關于(yu)為(wei)來深探望子女的(de)(de)(de)父母提(ti)(ti)供(gong)臨時住所的(de)(de)(de)建(jian)議(yi)(yi)(yi)。不(bu)(bu)立(li)案(an)(an)原(yuan)因(yin):學(xue)校西麗(li)湖校區(qu)設有招待所,可以滿足需(xu)求;第(di)二(er),關于(yu)建(jian)議(yi)(yi)(yi)學(xue)校為(wei)各二(er)級學(xue)院單位配備急救(jiu)箱(xiang)的(de)(de)(de)提(ti)(ti)案(an)(an)。不(bu)(bu)立(li)案(an)(an)原(yuan)因(yin):急救(jiu)工作(zuo)涉(she)及面廣,針對(dui)性強,需(xu)要(yao)有資質的(de)(de)(de)醫護人(ren)員(yuan)正(zheng)確(que)(que)規(gui)范操(cao)作(zuo),建(jian)議(yi)(yi)(yi)將突發情況及時報(bao)告醫務室或(huo)校外醫療機構(gou)處置;第(di)三,關于(yu)清理辦公室毀壞桌椅的(de)(de)(de)提(ti)(ti)案(an)(an)。不(bu)(bu)立(li)案(an)(an)原(yuan)因(yin):無明確(que)(que)地點;第(di)四,關于(yu)修剪學(xue)校內路邊的(de)(de)(de)樹枝的(de)(de)(de)提(ti)(ti)案(an)(an)。不(bu)(bu)立(li)案(an)(an)原(yuan)因(yin):屬(shu)(shu)于(yu)明喆物業綠化管理日常工作(zuo);第(di)五,關于(yu)校門增加校區(qu)標識,設計考慮建(jian)筑(zhu)風水的(de)(de)(de)提(ti)(ti)案(an)(an)。不(bu)(bu)立(li)案(an)(an)原(yuan)因(yin):不(bu)(bu)符合(he)(he)一(yi)(yi)(yi)事一(yi)(yi)(yi)議(yi)(yi)(yi)原(yuan)則,其中一(yi)(yi)(yi)事提(ti)(ti)法亦不(bu)(bu)妥當。

  二、提案受理情況

  在落實(shi)提案(an)辦理(li)的過程(cheng)中,學(xue)校工會(hui)多次召開提案(an)工作(zuo)委(wei)員會(hui)會(hui)議,及(ji)時與(yu)有(you)關的職能部門進行溝通,完成提案(an)處理(li)落實(shi)工作(zuo)。

  64件(jian)提案(an)涉(she)及(ji)到(dao)教(jiao)學(xue)(xue)、科(ke)研、學(xue)(xue)生(sheng)、人事(shi)、行政教(jiao)輔、生(sheng)活服務及(ji)其(qi)它等(deng)7個方面。其(qi)中“(一)制作(zuo)佩戴(dai)校徽;(二(er))開設(she)“書院論壇”;(三)推進解決(jue)教(jiao)職(zhi)工集(ji)資款;(四)進一步(bu)完善校園無(wu)線網絡覆蓋(gai);(五)新增校區電(dian)瓶車、方便(bian)師生(sheng)員(yuan)工出行”等(deng)5件(jian)提案(an)確定為2013年(nian)度學(xue)(xue)校為教(jiao)職(zhi)工辦理的(de)實事(shi)。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提(ti)(ti)(ti)案(an)委員(yuan)會(hui)是雙代會(hui)提(ti)(ti)(ti)案(an)落實(shi)的(de)(de)最(zui)基本的(de)(de)工作(zuo)(zuo)組織。本著“提(ti)(ti)(ti)醒重視(shi),溝(gou)通交(jiao)流(liu),推動進(jin)程”的(de)(de)工作(zuo)(zuo)原(yuan)則,對與多部門(men)相關的(de)(de)提(ti)(ti)(ti)案(an),注(zhu)重組織協(xie)調(diao);對常(chang)規提(ti)(ti)(ti)案(an),逐一(yi)跟蹤檢查。一(yi)年來(lai),在校分管(guan)領導的(de)(de)指(zhi)導、各(ge)部門(men)支持、以及全體(ti)委員(yuan)和(he)校工會(hui)共同努力下,較好地履行了職責,順利地完成了工作(zuo)(zuo)任務。

  1.做(zuo)好提案(an)(an)宣傳(chuan)工作,使廣大教(jiao)職(zhi)工和(he)雙代(dai)會(hui)代(dai)表加(jia)深(shen)對提案(an)(an)價值的認識:即提案(an)(an)是雙代(dai)會(hui)廣泛(fan)聯系群(qun)眾(zhong)(zhong)、集中群(qun)眾(zhong)(zhong)智慧(hui)、吸引(yin)教(jiao)職(zhi)工參與(yu)學校民主管理和(he)民主監督的一個重(zhong)要途徑(jing)。

  2.保證提(ti)(ti)案調研時(shi)間。嚴格執(zhi)行雙代會相關規定(ding),督促代表樹(shu)立群(qun)眾(zhong)(zhong)意識,平時(shi)注意群(qun)眾(zhong)(zhong)反映,為提(ti)(ti)案準備(bei)信息資源,及時(shi)反映教職工的意見和建議。

  3.準(zhun)確把握提(ti)案(an)的(de)立(li)案(an)。凡是(shi)按要求(qiu)提(ti)交的(de)提(ti)案(an)表,原則上都予以立(li)案(an)。對于沒有(you)立(li)案(an)的(de)提(ti)案(an),即使(shi)是(shi)個(ge)案(an)或建議(yi),本(ben)著實事求(qiu)是(shi)的(de)態度認真(zhen)對待和(he)處理(li)。

  4.不斷提高(gao)提案辦理(li)(li)的質量。一是規范提案辦理(li)(li)的程序;二是加大督辦的力(li)度,跟蹤落實(shi),確保能解(jie)決的問題(ti)及時解(jie)決。一些因(yin)客觀原因(yin)一時做(zuo)不到的,則做(zuo)好(hao)解(jie)釋工(gong)作,真正(zheng)做(zuo)到案案有回音,件(jian)件(jian)有交待。

  5.推(tui)動承辦(ban)(ban)單位實施(shi)“一把(ba)手”工(gong)程(cheng),確(que)保(bao)交出滿意(yi)(yi)“答卷”。在(zai)(zai)提(ti)(ti)案辦(ban)(ban)理(li)(li)過(guo)程(cheng)中,絕(jue)大(da)多(duo)數承辦(ban)(ban)單位一把(ba)手親自負(fu)責(ze)(ze),親自過(guo)問,從嚴要(yao)求、從快辦(ban)(ban)理(li)(li),表(biao)現(xian)出對學校事業(ye)高度(du)負(fu)責(ze)(ze)的(de)(de)態(tai)度(du)。人(ren)事處承辦(ban)(ban)提(ti)(ti)案14件、意(yi)(yi)見(jian)和建議(yi)5個(ge);后勤基(ji)建處承辦(ban)(ban)提(ti)(ti)案11件、意(yi)(yi)見(jian)和建議(yi)12個(ge)。此類提(ti)(ti)案大(da)多(duo)是民生話(hua)題,直接關(guan)系到師生員工(gong)的(de)(de)切(qie)身利益。在(zai)(zai)接到提(ti)(ti)案后,兩個(ge)部門負(fu)責(ze)(ze)人(ren)分(fen)別帶(dai)領有關(guan)人(ren)員,認真(zhen)分(fen)析原因,限(xian)時辦(ban)(ban)理(li)(li),并加強與提(ti)(ti)案人(ren)溝通,爭取提(ti)(ti)案人(ren)的(de)(de)理(li)(li)解和支(zhi)持。

  至2013年(nian)底,在各承(cheng)辦(ban)部(bu)門的大力(li)支持和配合(he)下(xia),已全部(bu)答復提案人。承(cheng)諾為教職員工(gong)辦(ban)的年(nian)度5件實事中,書(shu)院(yuan)論(lun)壇開始運作;電瓶(ping)車新增了3輛;校(xiao)徽在進一(yi)步(bu)的改進;校(xiao)園無線(xian)網絡在進一(yi)步(bu)的完善;教職工(gong)集資款這一(yi)歷史遺留(liu)問題正在處理中,學(xue)(xue)校(xiao)一(yi)如(ru)既(ji)往積(ji)極與上海思(si)博(bo)職業技術(shu)學(xue)(xue)院(yuan)聯(lian)系,責(ze)成校(xiao)內有關公司(si)按公司(si)法(fa)(fa)合(he)法(fa)(fa)、合(he)理、合(he)情地予(yu)以解決。3月20日(ri),上海思(si)博(bo)職業技術(shu)學(xue)(xue)院(yuan)黨政(zheng)主(zhu)要領導(dao)帶(dai)隊來校(xiao)尋求解決途徑。我們(men)將(jiang)繼續跟(gen)蹤推進,確保教職工(gong)的合(he)法(fa)(fa)權益。

  綜上所述,上次會(hui)議(yi)64件(jian)提案中,不宜采用(yong)和難以落(luo)(luo)實的(de)共(gong)10項,占15.6%;其余54件(jian),已經落(luo)(luo)實和正在(zai)落(luo)(luo)實的(de)48件(jian),占75.0%;還有正在(zai)論(lun)證,經過努(nu)力(li)可以完成(cheng)的(de)6件(jian),占9.4%。

  提(ti)(ti)案(an)委員(yuan)會(hui)向提(ti)(ti)案(an)人發出(chu)《提(ti)(ti)案(an)反饋意見(jian)評(ping)價表》,對職能部門(men)承辦的(de)(de)(de)64個提(ti)(ti)案(an)給出(chu)“滿(man)(man)意”、“不滿(man)(man)意”、“無所謂(wei)”的(de)(de)(de)評(ping)價意見(jian)。統計結果為:2個提(ti)(ti)案(an)被(bei)評(ping)“無所謂(wei)”,5個提(ti)(ti)案(an)被(bei)評(ping)“不滿(man)(man)意”,57個提(ti)(ti)案(an)都(dou)被(bei)評(ping)為“滿(man)(man)意”,提(ti)(ti)案(an)反饋意見(jian)的(de)(de)(de)滿(man)(man)意度為89.1%。

  五、存在問題和今后的打算

  提案(an)工作與過去(qu)相比有進步,但(dan)仍然存在一(yi)些問題和不足。

  1.個別(bie)提案(an)承辦部(bu)門對(dui)所辦理的提案(an)重視程度不夠,辦理過(guo)程拖拉,辦理質量不高。

  2.雙代會代表提(ti)案(an)工作水平有(you)待提(ti)高,特別是提(ti)案(an)撰寫(xie)比(bi)較集(ji)中民生福利,而對(dui)學校發(fa)展大局(ju)關注度不夠。

  針對存在的(de)(de)(de)問題,我們提(ti)(ti)出改進(jin)工作(zuo)的(de)(de)(de)措(cuo)施:(1)加強與提(ti)(ti)案承(cheng)辦部門溝(gou)通(tong),提(ti)(ti)升(sheng)他們對提(ti)(ti)案落實(shi)工作(zuo)重要性的(de)(de)(de)認識;(2)在可能的(de)(de)(de)條件下,對雙代會(hui)代表進(jin)行提(ti)(ti)案方面的(de)(de)(de)培訓學習,提(ti)(ti)高提(ti)(ti)案工作(zuo)水平。

  六、總結表彰

  經工會(hui)委(wei)員會(hui)評選,2013年度4個“優秀提案(an)”和2個“提案(an)承辦先(xian)進單位”分(fen)別是:

  第(di)(di)一,鄭(zheng)永森、張(zhang)臻、蘇文(wen)代表提(ti)出的“開設‘書(shu)院講壇’,推進書(shu)院制改革和文(wen)化(hua)育人工作”;第(di)(di)二,麻(ma)小紅、魯林華、施蓓(bei)、朱(zhu)方(fang)來、鮑薇薇、邱浩、肖景文(wen)、王群(qun)、張(zhang)雷代表提(ti)出的“公布學校教師集資款(kuan)運營狀(zhuang)態(tai)”;第(di)(di)三,郭剛、吳(wu)鋒(feng)、余菲、李放、尹向東(dong)、陳燕代表提(ti)出的“將無線(xian)網絡(luo)覆蓋整個校區”;第(di)(di)四,袁述(shu)義、楊燕云、文(wen)小龍代表提(ti)出的“制作佩戴校徽”。

  2013年度2個“提案承辦先(xian)進單(dan)位”分別是人事處、后勤基(ji)建處。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學(xue)校(xiao)《教職工(gong)代(dai)(dai)表(biao)大會(hui)工(gong)作(zuo)細則》和工(gong)會(hui)的(de)有關規定,校(xiao)工(gong)會(hui)于(yu)今年3月初(chu)向(xiang)學(xue)校(xiao)提(ti)(ti)(ti)交了(le)“關于(yu)召開第五屆教代(dai)(dai)會(hui)暨第六屆工(gong)代(dai)(dai)會(hui)第二次會(hui)議的(de)請示”,并(bing)于(yu)3月14日得到校(xiao)黨委批復,啟動大會(hui)的(de)籌(chou)備程(cheng)序,給各分(fen)工(gong)會(hui)發(fa)出了(le)向(xiang)代(dai)(dai)表(biao)征(zheng)集提(ti)(ti)(ti)案的(de)通知。代(dai)(dai)表(biao)們圍(wei)繞學(xue)校(xiao)發(fa)展、人事(shi)制度改(gai)革以及教職工(gong)所(suo)關心的(de)問題,認真思考(kao),深(shen)入調研,廣泛(fan)聽取意見(jian),負(fu)責任地提(ti)(ti)(ti)交每一個提(ti)(ti)(ti)案。

  截至3月25日(ri),本(ben)次雙(shuang)代會(hui)共(gong)收到99份提(ti)(ti)案表(biao)(見附件2)。分為(wei)教學、科研、學生、人事、行政教輔、生活服務及其它等方面。會(hui)后,提(ti)(ti)案工(gong)作委員會(hui)將(jiang)本(ben)著務實革新精神,對代表(biao)們提(ti)(ti)出(chu)的提(ti)(ti)案進行歸(gui)類整理,認真討論研究是否立案,同時送校領導(dao)批示,提(ti)(ti)交相(xiang)關職能(neng)部門(men)落(luo)實辦理。
