第一部分  第一次會議提案工作情況

   一、提案提交情況

  2013年雙代(dai)會(hui)第一次(ci)會(hui)議,共收到(dao)提(ti)案(an)表126份,經提(ti)案(an)委員會(hui)專題會(hui)議審議后,歸類整(zheng)理(li)出(chu)64件(jian)提(ti)案(an)、31個意見和建議、5個不立案(an)議題。

  具體情況如下:(一(yi))對(dui)符(fu)(fu)合黨(dang)和國家政策法規(gui),學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)有(you)條(tiao)(tiao)件(jian)辦(ban)理(li)(li),又確實需(xu)要辦(ban)理(li)(li)的(de)(de)(de)提(ti)(ti)(ti)案(an)(an),提(ti)(ti)(ti)案(an)(an)委(wei)員(yuan)會將80個(ge)議題(ti)整理(li)(li)合并為64個(ge)正式提(ti)(ti)(ti)案(an)(an);(二)對(dui)一(yi)些(xie)不(bu)(bu)符(fu)(fu)合立(li)案(an)(an)要求(qiu)但有(you)參考價值的(de)(de)(de)提(ti)(ti)(ti)案(an)(an),提(ti)(ti)(ti)案(an)(an)委(wei)員(yuan)會將41個(ge)議題(ti)匯(hui)(hui)總整理(li)(li)為31個(ge)意見和建(jian)(jian)議,匯(hui)(hui)總后轉送(song)有(you)關職能部門(men),逐條(tiao)(tiao)向提(ti)(ti)(ti)案(an)(an)人回復;(三)對(dui)屬(shu)于(yu)(yu)個(ge)人問(wen)題(ti)提(ti)(ti)(ti)案(an)(an)、或提(ti)(ti)(ti)出(chu)的(de)(de)(de)問(wen)題(ti)正確,但已經解(jie)決的(de)(de)(de)提(ti)(ti)(ti)案(an)(an),以(yi)及一(yi)時沒有(you)條(tiao)(tiao)件(jian)解(jie)決的(de)(de)(de),可(ke)向提(ti)(ti)(ti)案(an)(an)人做出(chu)解(jie)釋的(de)(de)(de)提(ti)(ti)(ti)案(an)(an),則(ze)不(bu)(bu)予立(li)案(an)(an)。(四)5個(ge)不(bu)(bu)立(li)案(an)(an)議題(ti):第(di)(di)一(yi),關于(yu)(yu)為來深(shen)探望子(zi)女(nv)的(de)(de)(de)父母提(ti)(ti)(ti)供臨時住所(suo)(suo)的(de)(de)(de)建(jian)(jian)議。不(bu)(bu)立(li)案(an)(an)原因(yin):學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)西麗湖校(xiao)(xiao)(xiao)(xiao)區設(she)有(you)招(zhao)待所(suo)(suo),可(ke)以(yi)滿足(zu)需(xu)求(qiu);第(di)(di)二,關于(yu)(yu)建(jian)(jian)議學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)為各二級(ji)學(xue)(xue)(xue)院單位配備急(ji)救箱的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)。不(bu)(bu)立(li)案(an)(an)原因(yin):急(ji)救工(gong)作涉及面廣,針(zhen)對(dui)性強(qiang),需(xu)要有(you)資(zi)質(zhi)的(de)(de)(de)醫護人員(yuan)正確規(gui)范操作,建(jian)(jian)議將突(tu)發情況及時報告醫務室(shi)或校(xiao)(xiao)(xiao)(xiao)外醫療(liao)機構處置;第(di)(di)三,關于(yu)(yu)清理(li)(li)辦(ban)公室(shi)毀(hui)壞(huai)桌(zhuo)椅的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)。不(bu)(bu)立(li)案(an)(an)原因(yin):無明(ming)(ming)確地點;第(di)(di)四,關于(yu)(yu)修(xiu)剪學(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)內路邊的(de)(de)(de)樹枝的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)。不(bu)(bu)立(li)案(an)(an)原因(yin):屬(shu)于(yu)(yu)明(ming)(ming)喆物(wu)業綠化管理(li)(li)日常(chang)工(gong)作;第(di)(di)五,關于(yu)(yu)校(xiao)(xiao)(xiao)(xiao)門(men)增加校(xiao)(xiao)(xiao)(xiao)區標(biao)識,設(she)計考慮建(jian)(jian)筑風(feng)水(shui)的(de)(de)(de)提(ti)(ti)(ti)案(an)(an)。不(bu)(bu)立(li)案(an)(an)原因(yin):不(bu)(bu)符(fu)(fu)合一(yi)事一(yi)議原則(ze),其(qi)中一(yi)事提(ti)(ti)(ti)法亦不(bu)(bu)妥當。

  二、提案受理情況

  在落實提(ti)案辦理的(de)過(guo)程中(zhong),學校工會多(duo)次召(zhao)開提(ti)案工作委(wei)員(yuan)會會議,及(ji)時與(yu)有關的(de)職能部(bu)門進行溝(gou)通,完成提(ti)案處理落實工作。

  64件提案涉(she)及(ji)到教(jiao)(jiao)(jiao)學、科研、學生(sheng)、人事、行政教(jiao)(jiao)(jiao)輔、生(sheng)活服務及(ji)其它等7個方(fang)面。其中“(一)制作佩戴校(xiao)徽;(二)開設“書院(yuan)論壇”;(三)推進解決教(jiao)(jiao)(jiao)職(zhi)(zhi)工集資款;(四)進一步完(wan)善校(xiao)園無線網絡覆蓋;(五(wu))新增校(xiao)區(qu)電(dian)瓶車、方(fang)便師生(sheng)員工出行”等5件提案確定為2013年度學校(xiao)為教(jiao)(jiao)(jiao)職(zhi)(zhi)工辦理的實事。

  三、職能部門答復和處理提案情況(見附件1)

  四、提案委員會工作

  提案委(wei)員(yuan)會是(shi)雙代(dai)會提案落實的最基本(ben)的工(gong)作(zuo)組織。本(ben)著(zhu)“提醒(xing)重(zhong)視,溝通交流,推動進程”的工(gong)作(zuo)原則,對與(yu)多(duo)部(bu)門相關(guan)的提案,注重(zhong)組織協調;對常規提案,逐一跟蹤(zong)檢查。一年來(lai),在校分管領(ling)導的指導、各部(bu)門支(zhi)持、以及全體(ti)委(wei)員(yuan)和校工(gong)會共同努力下,較好地履(lv)行了職責,順(shun)利地完成了工(gong)作(zuo)任務。

  1.做好(hao)提(ti)(ti)案宣傳工(gong)(gong)作,使廣(guang)(guang)大教職工(gong)(gong)和雙代會代表加深對提(ti)(ti)案價值的認(ren)識:即提(ti)(ti)案是(shi)雙代會廣(guang)(guang)泛聯系(xi)群(qun)眾、集中群(qun)眾智慧、吸引教職工(gong)(gong)參與學校(xiao)民主管理和民主監督的一個重要途徑。

  2.保(bao)證提案調研時(shi)(shi)間。嚴(yan)格執行雙代會相關規定,督(du)促代表樹立群眾(zhong)意(yi)識,平時(shi)(shi)注(zhu)意(yi)群眾(zhong)反(fan)映(ying),為提案準備信息資(zi)源,及時(shi)(shi)反(fan)映(ying)教職工的意(yi)見和建議(yi)。

  3.準確把握(wo)提(ti)案(an)(an)(an)的立(li)案(an)(an)(an)。凡是(shi)按要(yao)求提(ti)交的提(ti)案(an)(an)(an)表,原(yuan)則上(shang)都予以立(li)案(an)(an)(an)。對于(yu)沒有(you)立(li)案(an)(an)(an)的提(ti)案(an)(an)(an),即使(shi)是(shi)個案(an)(an)(an)或建議,本著實(shi)事求是(shi)的態度認真對待和處(chu)理。

  4.不(bu)斷提(ti)高(gao)提(ti)案辦(ban)理的(de)質量。一是(shi)規范提(ti)案辦(ban)理的(de)程序;二是(shi)加大督辦(ban)的(de)力度,跟蹤(zong)落實,確(que)保能解決的(de)問題及時(shi)解決。一些因(yin)客觀原因(yin)一時(shi)做(zuo)不(bu)到(dao)的(de),則做(zuo)好解釋(shi)工作,真正做(zuo)到(dao)案案有回音,件(jian)件(jian)有交待。

  5.推動承(cheng)辦(ban)單(dan)位實(shi)施“一把(ba)(ba)手”工程,確保交出滿意“答卷”。在提(ti)案(an)辦(ban)理過程中(zhong),絕(jue)大多(duo)數承(cheng)辦(ban)單(dan)位一把(ba)(ba)手親自負(fu)責,親自過問(wen),從嚴(yan)要(yao)求、從快(kuai)辦(ban)理,表現出對學校事(shi)業高度負(fu)責的(de)態度。人事(shi)處承(cheng)辦(ban)提(ti)案(an)14件、意見和(he)建(jian)(jian)議(yi)(yi)5個(ge);后勤基建(jian)(jian)處承(cheng)辦(ban)提(ti)案(an)11件、意見和(he)建(jian)(jian)議(yi)(yi)12個(ge)。此類(lei)提(ti)案(an)大多(duo)是民生(sheng)話(hua)題(ti),直接(jie)關系(xi)到(dao)師生(sheng)員工的(de)切身利(li)益。在接(jie)到(dao)提(ti)案(an)后,兩個(ge)部門負(fu)責人分(fen)別(bie)帶領有(you)關人員,認真分(fen)析原(yuan)因,限時辦(ban)理,并加強與提(ti)案(an)人溝(gou)通,爭取提(ti)案(an)人的(de)理解和(he)支持。

  至2013年(nian)底,在(zai)各承辦(ban)部(bu)門的大力(li)支持和配合(he)(he)下,已全部(bu)答復提案人。承諾(nuo)為教(jiao)職(zhi)(zhi)員工(gong)辦(ban)的年(nian)度5件實事(shi)中(zhong),書院(yuan)(yuan)論壇開始運作;電瓶車新增了3輛;校(xiao)徽在(zai)進一(yi)步(bu)的改進;校(xiao)園無(wu)線網(wang)絡在(zai)進一(yi)步(bu)的完善(shan);教(jiao)職(zhi)(zhi)工(gong)集(ji)資款這一(yi)歷史遺留問題正(zheng)在(zai)處理(li)(li)中(zhong),學校(xiao)一(yi)如既往積極(ji)與上海思(si)博(bo)職(zhi)(zhi)業(ye)技術學院(yuan)(yuan)聯系,責成校(xiao)內有關(guan)公司按公司法(fa)合(he)(he)法(fa)、合(he)(he)理(li)(li)、合(he)(he)情地(di)予以解(jie)決(jue)。3月20日(ri),上海思(si)博(bo)職(zhi)(zhi)業(ye)技術學院(yuan)(yuan)黨(dang)政主要領導(dao)帶隊(dui)來校(xiao)尋(xun)求解(jie)決(jue)途徑。我們將繼續跟蹤(zong)推進,確保教(jiao)職(zhi)(zhi)工(gong)的合(he)(he)法(fa)權益。

  綜上所述,上次會(hui)議64件(jian)(jian)提(ti)案(an)中(zhong),不(bu)宜采用和(he)難以(yi)落(luo)實的共(gong)10項,占15.6%;其余(yu)54件(jian)(jian),已經落(luo)實和(he)正在落(luo)實的48件(jian)(jian),占75.0%;還(huan)有正在論證,經過(guo)努力可以(yi)完成的6件(jian)(jian),占9.4%。

  提(ti)案(an)委員會(hui)向提(ti)案(an)人(ren)發出《提(ti)案(an)反饋(kui)意見評(ping)價表》,對職能部門承辦的(de)64個(ge)提(ti)案(an)給出“滿(man)(man)意”、“不(bu)滿(man)(man)意”、“無(wu)所(suo)謂”的(de)評(ping)價意見。統計結果(guo)為(wei)(wei):2個(ge)提(ti)案(an)被評(ping)“無(wu)所(suo)謂”,5個(ge)提(ti)案(an)被評(ping)“不(bu)滿(man)(man)意”,57個(ge)提(ti)案(an)都被評(ping)為(wei)(wei)“滿(man)(man)意”,提(ti)案(an)反饋(kui)意見的(de)滿(man)(man)意度(du)為(wei)(wei)89.1%。

  五、存在問題和今后的打算

  提案工(gong)作(zuo)與過去相(xiang)比有進步(bu),但(dan)仍然存在一些(xie)問題和(he)不足(zu)。

  1.個別提案(an)承辦部門對所辦理的(de)提案(an)重(zhong)視程(cheng)度不夠,辦理過程(cheng)拖拉,辦理質量不高(gao)。

  2.雙代(dai)會代(dai)表(biao)提案工作(zuo)水(shui)平有待提高,特別(bie)是(shi)提案撰寫比(bi)較(jiao)集中(zhong)民生福(fu)利,而對(dui)學(xue)校發(fa)展大局(ju)關注度不夠(gou)。

  針對(dui)存在的問題(ti),我們(men)提(ti)(ti)出改進(jin)工(gong)(gong)作的措施:(1)加強與提(ti)(ti)案(an)承辦(ban)部門溝(gou)通,提(ti)(ti)升他們(men)對(dui)提(ti)(ti)案(an)落實工(gong)(gong)作重要(yao)性的認(ren)識;(2)在可能的條件下,對(dui)雙代會(hui)代表進(jin)行(xing)提(ti)(ti)案(an)方面(mian)的培訓學習,提(ti)(ti)高提(ti)(ti)案(an)工(gong)(gong)作水(shui)平。

  六、總結表彰

  經工會委員會評選(xuan),2013年(nian)度4個(ge)“優秀提案”和2個(ge)“提案承辦(ban)先進單位”分(fen)別是:

  第(di)一,鄭永森(sen)、張(zhang)臻、蘇文(wen)代表(biao)(biao)提(ti)出(chu)(chu)的“開設‘書院講壇’,推進書院制(zhi)(zhi)改革和文(wen)化育人(ren)工作”;第(di)二(er),麻小紅(hong)、魯林華、施蓓、朱方(fang)來、鮑薇薇、邱(qiu)浩(hao)、肖景文(wen)、王群(qun)、張(zhang)雷代表(biao)(biao)提(ti)出(chu)(chu)的“公(gong)布學校(xiao)教師(shi)集資款運營狀態”;第(di)三(san),郭剛、吳鋒、余菲、李放、尹向東、陳(chen)燕代表(biao)(biao)提(ti)出(chu)(chu)的“將(jiang)無線網絡覆蓋(gai)整個校(xiao)區”;第(di)四,袁述義、楊燕云、文(wen)小龍(long)代表(biao)(biao)提(ti)出(chu)(chu)的“制(zhi)(zhi)作佩(pei)戴校(xiao)徽”。

  2013年度2個“提(ti)案承辦先進單(dan)位(wei)”分(fen)別(bie)是人(ren)事處(chu)、后(hou)勤基建(jian)處(chu)。

第二部分:本次雙代會提案和建議情況報告

  按照(zhao)學(xue)校(xiao)(xiao)《教(jiao)(jiao)職(zhi)工(gong)代(dai)表大會(hui)(hui)工(gong)作(zuo)細則》和工(gong)會(hui)(hui)的(de)(de)(de)有關規(gui)定,校(xiao)(xiao)工(gong)會(hui)(hui)于今年3月初向(xiang)學(xue)校(xiao)(xiao)提交了“關于召(zhao)開(kai)第五屆教(jiao)(jiao)代(dai)會(hui)(hui)暨第六屆工(gong)代(dai)會(hui)(hui)第二次會(hui)(hui)議的(de)(de)(de)請示”,并(bing)于3月14日得到(dao)校(xiao)(xiao)黨委批復,啟(qi)動大會(hui)(hui)的(de)(de)(de)籌備程序,給各(ge)分工(gong)會(hui)(hui)發(fa)出了向(xiang)代(dai)表征集提案(an)的(de)(de)(de)通知(zhi)。代(dai)表們圍繞(rao)學(xue)校(xiao)(xiao)發(fa)展、人事(shi)制(zhi)度改(gai)革以及教(jiao)(jiao)職(zhi)工(gong)所(suo)關心的(de)(de)(de)問題(ti),認真思考,深入調研,廣泛聽取意見,負責任地(di)提交每一(yi)個提案(an)。

  截至3月25日,本(ben)次雙代會(hui)共(gong)收到99份提案(an)表(見附件2)。分為教學(xue)、科(ke)研、學(xue)生、人事、行(xing)政教輔、生活服務及其它等(deng)方面。會(hui)后(hou),提案(an)工(gong)作委員會(hui)將本(ben)著務實(shi)革新精(jing)神,對代表們提出的提案(an)進行(xing)歸類整理,認(ren)真討論研究是(shi)否立(li)案(an),同時(shi)送(song)校(xiao)領導批示,提交相關職(zhi)能部門落實(shi)辦理。
